Are you passionate about advocating for, and with, survivors of domestic violence? Do you see the impact government and policies have on responses and prevention of domestic abuse in our state and nationally? Are you an experienced, persuasive, and empathetic communicator? If you answered yes to these questions, this may be the perfect position for you! End Domestic Abuse WI, the statewide coalition advocating against domestic violence, is hiring two positions on our Public Policy Team! This is a special opportunity to utilize your expertise to impact and change systems and structures that serve domestic abuse survivors.
- The first position on our policy team will be focused on broad policy advocacy related to domestic abuse in the State Capitol and promoting End Abuse’s policy priorities. This position will also be responsible for media engagement, partner collaboration and coordination, as well as grassroots organizing to connect survivors with meaningful civic engagement opportunities.
- The second position on our policy team will be focused on public policy analysis, as well as policy and systems advocacy. This position will focus on the topic of housing, coordinating and collaborating with key housing systems, evaluating trends, gaps and needs, and advocating for improvements to expand housing options for survivors. In addition to housing, End Abuse focuses on an array of issue areas that impact survivors. This position may focus on other topic areas as needed, such as child welfare, criminal justice reform, human trafficking, among other areas.
Both roles will be required to keep and maintain Wisconsin lobbying licenses. Although each role is independent, both roles are critical to the success of the policy team, and extensive teamwork is required between these two positions.

Primary responsibilities
END DOMESTIC ABUSE WISCONSIN
Public Policy Coordinator
SUMMARY
End Domestic Abuse Wisconsin is seeking a public policy professional to advocate on behalf of survivors of domestic abuse in state and federal legislative and other policy-making processes. This position is responsible for the development, monitoring and implementation of state legislative and biennial budget initiatives related to domestic abuse that promote the best interests of victims of domestic abuse from diverse groups, their children and domestic abuse service providers. This position is also responsible for monitoring federal legislation and funding initiatives related to domestic abuse and maintains communication with domestic abuse service providers regarding legislative and systems advocacy. The individual will also serve as a spokesperson and media relations coordinator for the agency.
PRIMARY RESPONSIBILITIES
- State and Federal Legislative Advocacy: With the Associate and Executive Directors and other staff, act as an effective public policy advocate for survivors of domestic abuse in Wisconsin. Responsibilities include: analyzing, monitoring and proposing legislation; organizing End Abuse’s member programs and other concerned individuals and organizations to achieve End Domestic Abuse Wisconsin’s public policy goals; maintaining relationships with legislators and other strategic partners and coalitions; building grassroots support and capacity statewide to influence legislative and systems change; and ensuring compliance with various regulations related to lobbying and policy advocacy.
- Local Systems Advocacy and Assistance: Serve as a policy analyst and advisor to End Domestic Abuse Wisconsin’s member agencies as they work in their communities to advocate for improvements in local policy and practice, particularly on issues related to the criminal and civil legal systems and human services. Assist local member agencies in analyzing policy issues and developing strategies for change. Develop trainings, events and other opportunities to facilitate deeper engagement in legislative advocacy for survivors and advocates.
- Communications: Act as a point person for END ABUSE’s traditional media and social media communications. Maintain effective relationships with journalists and news outlets throughout the state. Plan, compose and send press releases, and serve as a media spokesperson. Plan social media content to support policy advocacy and other communication public awareness priorities.
OTHER RESPONSIBILITIES
- Track and submit required technical assistance and training data; assist with compiling and submitting grant reports to project funder(s)
- Provide general technical assistance coverage for the Madison office

END DOMESTIC ABUSE WISCONSIN
Policy and Systems Analyst
SUMMARY: The Policy and Systems Analyst is an exempt position supervised by the Director of Policy and Systems Change. This position is focused on housing system advocacy, policy analysis and evaluation with the goal of centering the voices of DV survivors and marginalized populations in End Abuse’s policy and systems change work. This position is also responsible for monitoring legislation, rulemaking, and policy implementation, specifically at the intersections of domestic abuse, housing and child welfare (though other issue areas of focus may be included based on need). This position provides technical assistance and training related to focus areas previously mentioned and may be asked to provide technical assistance to state agencies and serve on task forces, multi-agency councils, or boards. Technical assistance duties also include leading MOU development between systems and agencies, specifically between CPS and DV services providers. In collaboration with the Public Policy Coordinator, this position also supports the organization’s work to engage advocates and survivors in the legislative process.
PRIMARY RESPONSIBILITIES
Policy and Systems Analysis
- Review and analyze data, policy literature, laws and regulations to inform organizational policy recommendations and identify opportunities for affecting policy change within government systems.
- Review systems-level policy to ensure survivors are accounted for in policy and rulemaking.
- Provide research-related technical assistance and support to other End Abuse staff, and member or partner organizations.
Policy and Systems Advocacy
- Maintain effective liaison relationship with state government agencies and the Governor’s Council on Domestic Abuse.
- Work towards implementation of victim-responsive policies and practices within the government agencies related to child welfare, housing, and abuse in later life.
- With the policy team, develop, propose and monitor legislative remedies that are responsive to the needs of diverse needs of survivors of domestic abuse and their children.
- Assist in crafting and leading the organization’s policy agenda with a focus on improving victim services while reducing disparities in practice.
- Prepare written comments and testimony to advance policy and practice advocacy priorities.
- Develop strategies to oppose state policies and practices that may be potentially harmful to survivors and programs.
- Maintain effective communication and relationships with legislators and other statewide organizations representing related interests.
- Monitor and adhere to Wisconsin Ethics Board rules and regulations, complete and submit lobby related reports.
Technical Assistance and Training
- Organize and assist member programs, victims and supporters to engage strategically and effectively in all aspects of the legislative process.
- Facilitate opportunities for increased collaboration between systems, agencies and organizations.
- Provide basic training on domestic abuse dynamics and the laws that govern DV service provision to collaborative partners in the areas of child welfare, housing, or other issue areas as needed.
- Provide intensive technical assistance to develop, maintain, evaluate, and enhance MOUs between DV programs and County Human Services Departments.
- Provide technical assistance to state agencies and serve on task forces and boards.
- Provide other technical assistance and training as requested.

REQUIRED:
- Bachelor’s degree or equivalent experience in advocacy or a social service agency.
- 1-2 years of experience working for a social service program, government agency or elected official, or other related non-profit organization.
- 1-2 years of experience with policy analysis and advocacy.
- Must be comfortable communicating and collaborating with and presenting to a diverse array of professionals, including elected officials, attorneys, law enforcement, program directors, etc.
- Experience working with diverse populations and advocating for the needs of underserved or marginalized individuals.
- Strong communication skills, writing and public speaking.
- Experience engaging with traditional and social media including but not limited to press releases, radio and tv interviews, press conferences, Facebook and Twitter engagement and other digital tools for outreach and grassroots organizing.
- Experience building partnerships with allied organizations, coalitions and individuals to achieve shared goals.
- A strong understanding of the legislative process at the state and federal level as well as effective strategies to influence that process for overall improvement in systems response to domestic violence.
PREFERRED:
- Understanding of federal and/or state funding sources and grant requirements.
- Experience working with victim service providers and/or survivors of domestic violence, sexual assault, stalking, or human trafficking.
- Knowledge of the ways in which state and federal law impact survivors of domestic violence.
- Experience with grassroots organizing and capacity building at the community level.

Work Environment and Physical Demands
- Work performed in an office setting or at a training requires the ability to stand or sit for extended periods of time.

- Ability to travel across the state requires a valid driver’s license, and proof of automobile insurance, which must be current and on file at all times.
- Ability to lift office supplies and materials on occasion for trainings less than 50 pounds.
- The person in this position must be able to exchange accurate information over the telephone and/or online via Skype or some other application.

- Must be comfortable communicating and collaborating with and presenting to a diverse array of professionals, including elected officials, attorneys, law enforcement, program directors, etc.
- Experience working with diverse populations and advocating for the needs of underserved or marginalized individuals.
- Strong communication skills, writing and public speaking.
- Experience analyzing data and trends, evaluating services or programming, or conducting research on policies or programs. Must demonstrates a desire to understand HOW policies affect those being served by digging deeper to understand how policies impact survivors, and how they can be improved or enhanced to meet the needs of survivors.

This is a Madison based exempt position. The salary range for this position is $47,500 to $53,500 a year based on experience. Benefits include health insurance, dental, life insurance, short-term and long-term disability coverage, employee assistance program, and paid vacation, holidays and sick leave.
